drift
first thing you will need is a drift. probablly ofer your local engine builder or reconditioner a six pack to borrow one for the weekend, if you don't have the use of a lathe.

block
clean the block. a wire buff in a die grinder or drill is best. or do it by hand with emery tape. then paint the hole with sealer. use either aviation sealer or locktite flange sealer.

1st side
one side of your drift is just flat and larger than your welch plug. the idea is knock your welch plug in flat and square to the block.

2nd side
the second side has a recess machined in it, to fit onto the outer lip of the plug. note; it must not contact the centre of the plug at any point. by placing load in the centre of the plug, collapses it. the rolled edge where most people place a socket to knock them in, is the weakest part of the plug. fitting them with a socket there often results in them cracking/splitting there.

welch plug 1
paint the plug and position on the block. make sure the block has a large chamfer to assist the plug leading in.

welch plug 1st stage
drive the plug with the largest possible hammer you can get. the first side of your drift will fit the plug flush with the block.

welch plug 2nd stage
then use the second side of your drift to fit the plug flush with the bottom of the chamfer. it is most important to finish this stage of fittment, as the plugs are tapered and this outer edge is not doing anything, unless it is in contact with the block.
